(1) To execute the national and provincial laws, regulations, rules, guidelines and policies on water conservancy, and to draft local laws and regulations on water administration with authorization. (2) To take responsibility for the rational development and utilization of water resources. To formulate the plans for development of water conservancy and for development and utilization of water resources, to organize, prepare and monitor the execution of basin (area) general planning, flood control planning, and associated professional planning for important rivers and lakes in Ningbo; to establish and organize and execute the general guidelines for construction and management of water conservancy projects; to recommend the scale and direction of fixed assets investment for water conservancy and the appropriation of municipal fiscal funds; and to recommend and organize and execute municipal investment in water conservancy construction. (3) To take responsibility for the consistent management of water resources. To organize the surveying and evaluation of water resources, to draft and monitor the execution of the medium- and long-term supply and demand planning, and water allocation plan in Ningbo and across regions, to take responsibility for the dispatching of water resources in important basins, regions and major diversion projects, to take responsibility for the planning, construction and management of water supply sources in urban built-up areas; to organize and execute water intake permit and compensated use of water resources, to organize the general planning of the national economy, special planning and the demonstration of water resources and flood control; to organize, prepare and publish the citywide bulletin for water resources; and to guide the water supply work in water conservancy industry and rural areas. (4) To take responsibility for protection of water resources. To organize and prepare water resources protection planning, to draft and monitor the zoning of water function, to take responsibility for the protection of drinking water resources, the development and utilization of groundwater, and the management and protection of groundwater resources in urban planning areas; to verify the assimilative capacity of waters, provide opinions on limiting total discharge, guide the setup of sewage outlets; and to guide the water ecological construction across the city. (5) To take responsibility for the management and protection of water conservancy facilities, waters and its shorelines. Take responsibility for the review and approval of water conservancy infrastructure project proposals, feasibility study reports, preliminary designs and construction drawings across the city; Take responsibility for the control and development of important rivers, reservoirs, lakes and estuaries, organize the construction and operation management of controlled or inter-regional important water conservancy projects, organize and monitor the approval of river or dike-related construction projects (including the approval of occupied waters), take responsibility for the monitoring and management of water conservancy construction projects and water conservancy market; to manage the rivers and sand dredging; to take responsibility for the industrial production safety of water conservancy; to take responsibility for the management, protection and development of tidal flat resources. (6) To take responsibility for the prevention and control of floods and droughts. To organize, coordinate, monitor and guide the city-level flood control and drought relief, to organize, prepare and execute the city emergency plan of flood control and drought relief, execute the dispatching of flood control and drought relief of important rivers and lakes and important water projects and the dispatching of emergency water; to take responsibility for the emergency management of conservancy contingencies; and to undertake the daily work of flood control and drought prevention command of the Municipal People's Government. (7) To take responsibility for soil and water conservation. To formulate water and soil conservation planning and monitor its execution, organize, monitor, forecast, and regularly report the general prevention and control of soil erosion, take responsibility for the approval of soil conservation plan for related construction project, monitor its execution and the acceptance work of soil conservation facilities, and take responsibility for the execution of key soil and water conservation construction projects. (8) Take responsibility for water conservation. To formulate the water conservation policy and relevant standards, organize the preparation of water conservation planning, release the report on water conservation, organize and monitor the water conservation work across the city, and guide and promote the construction of water-saving society. (9) To organize and guide the supervision of water administration and the law enforcement of water administration. To take responsibility for the investigation and coordination of major wading violations and to guide the handling of f water disputes. (10) To guide the water conservancy work in rural areas. To organize and coordinate the infrastructure construction of farmland water conservancy, to organize and guide the construction and management of drinking water safety and water-saving irrigation in rural areas, and guide the construction of the social service system in rural areas; and to take responsibility for the development, utilization and management of hydropower resources within the extent of responsibility. (11) To guide the hydrological work. To take responsibility for the monitoring of hydrological and water resources, the construction and management of hydrological station network, monitor the water volume and quality of rivers and lakes and reservoirs, release the information regarding hydrological and water resources and the intelligence forecasts. (12) To engage in water conservancy science and technology, education and team building. To organize the scientific research, technology promotion and international cooperation and exchange of water conservancy, to draft technical standards, regulations, quotas and to monitor the water conservancy industry; to organize the quality monitoring of water conservancy industry, guide the system construction of water conservancy team and rural basic water conservancy service; and to organize and guide the information technology of water conservancy. (13) To monitor the operation and management of municipal-level water conservancy funds and state-owned assets of direct affiliates. (14) To undertake other matters assigned by the municipal government. |
